Make certain that Moments are staged in the context of a site visitor's journey. Impressions are driven by site traffic so Moments should be placed on URLs where your guests will have the opportunity to discover them. Positioning on the page is also relevant to your Hovr's visibility, place Moments within a scroll range typical of your site traffic.
